Your Las Olas Condo Loan Now Depends on the Building's Balance Sheet

October 15, 2026

If you write an offer on a Las Olas condo this winter, the date on your loan application can decide whether the building qualifies for a conventional mortgage. Fannie Mae applies one reserve test to applications dated before January 4, 2027, and a stricter one to applications dated on or after it. That date is one piece of a larger change that took effect on August 3, 2026. Since then, for most attached condo units, the association's budget, repair history and special assessments sit inside your loan approval, right next to your income and credit.

The usual pitch for the Las Olas corridor, the isles and the beach end of the boulevard is that condos give you water and walkability at a lower price than a single-family home. That math still holds. What changed is which buildings a lender will finance, and that has started to set prices in the older stock.

What Retired on August 3

In a March 18, 2026 Lender Letter, Fannie Mae retired its Limited Review process. Lenders were allowed to adopt the change right away and had to apply it to every loan application dated on or after August 3, 2026. Established projects that used to qualify for Limited Review now go through Full Review or, if eligible, a Waiver of Project Review. Freddie Mac retired its Streamlined Review on the same timeline in a bulletin issued the same day.

In Florida the change was presented as relief. A March 19 release from Congressman Byron Donalds said Florida condo borrowers had for decades faced a 25% down payment under Limited Review, more than borrowers in other states paid under the same process. The release said Floridians would now have access to nationwide terms with down payments of 3% to 5%. Fannie Mae's letter confirms that retiring Limited Review also retires the remaining Florida geographic restrictions.

The Trade Florida Condo Buyers Just Made

Limited Review let a lender approve a conventional mortgage without digging into the association's finances. The Real Deal summed up the new rule this way: every conventional application goes through Full Review unless it qualifies for a waiver. In Florida, a larger down payment used to stand in for most of the building scrutiny. Now a buyer can put less down, but the building has to pass.

Before August 3, 2026 Applications dated August 3, 2026 and later
Florida down payment framing 25% under Limited Review, per the Donalds release 3% to 5% conventional terms, per the same release
Association finances No deep review required under Limited Review Full Review of budget, reserves, repairs and assessments
Reserve study shortcut Baseline funding allowed Budget must fund the study's highest recommended allocation
Small or detached projects Varied Waiver available for detached units, 2 to 4 unit projects, and 5 to 10 unit projects not part of a larger development

The effect depends on the building's finances. In a well-funded tower, a buyer who once needed a quarter of the price in cash can now finance with much less. In an older building that is still catching up on reserves or has a large concrete or roof project open, a buyer who would have closed under Limited Review may not be able to get a conventional loan at all.

What a Full Review Reads

Fannie Mae's Selling Guide spells out what the lender reviews. Each item below has a Florida counterpart in documents associations now have to produce.

  1. Replacement reserves. The budget must be adequate and set aside at least 10% of budgeted assessment income for replacement reserves. A compliant reserve study can substitute only if the budget funds its highest recommendation. For applications dated on or after January 4, 2027, the minimum rises to 15%.
  2. Delinquencies. No more than 15% of units can be 60 or more days behind on common charges or on any special assessment.
  3. Structural and mechanical reports. The lender must review any such report completed in the prior three years.
  4. Critical repairs. A project needing critical repairs is ineligible. Fannie's definition includes failed mandatory jurisdictional inspections, advanced deterioration, and unfunded repairs over $10,000 per unit due within 12 months.
  5. Special assessments. An assessment does not disqualify a building by itself. The lender looks at its purpose, timing, amount and collection status. If it funds an unresolved critical repair, the project is ineligible until the work is documented as complete.

Fannie Mae's guidance refers to mandatory jurisdictional inspections in general terms and does not name Florida's milestone inspections or structural integrity reserve studies. In practice, though, those Florida reports are the most likely source of what a lender's reviewer reads under items three and four.

Where Broward's Calendar Lands on Top of It

Fort Lauderdale runs the Broward County Board of Rules and Appeals Building Safety Inspection Program. It requires a building's first safety inspection at 25 years and another every 10 years after that. The state milestone framework starts at 30 years unless the local agency sets 25. Because of the 25-year trigger, many Fort Lauderdale buildings in their late twenties or older may already have a sealed engineer's report on file. A lender reviewing reports from the past three years would read it.

The dates that matter between now and early 2027:

  • June 1 to August 31 each year: The city mails certified notices to buildings due that calendar year. Owners then have 180 days to submit a safety report, so a building noticed at the end of August 2026 has until late February 2027. Repairs can get up to another 180 days from the report date.
  • January 1, 2026: Associations that voted to waive or underfund structural reserves under budgets adopted by the end of 2024 had to start funding them according to their study. Budgets adopted since January 1, 2025 cannot waive them.
  • December 31, 2026: The deadline for associations completing their structural integrity reserve study together with a milestone inspection due in 2026.
  • January 4, 2027: Fannie Mae's 15% reserve minimum applies to Full Review applications dated on or after this day.

DBPR notes that if a study finds reserves short, the association may need to levy assessments or take a loan or line of credit to meet the funding schedule. Under Fannie's rules, that assessment then goes to the lender for review.

Why the Discount on Older Buildings Isn't Clearing

Analyst Peter Zalewski of the Miami Condo Investing Club covers the Downtown Fort Lauderdale and Beach market, from Oakland Park Boulevard south to Marina Mile Boulevard and from the ocean west to I-95. That area takes in the Las Olas corridor. In an August 10, 2026 episode of Miami Real Estate Investing Podcast with Peter Zalewski, he said the area had 10.8 months of resale condo supply. He also said condos at least 30 years old were priced 63% below the overall market per unit and still weren't drawing buyers off the sidelines. The same discussion pointed to the end of Fannie Mae's limited condo reviews as one reason the market had tightened.

Financing is a likely reason the discount hasn't brought in buyers. If a building can't pass Full Review, a buyer who needs a conventional loan can't buy there, so the price falls to whatever buyers paying cash or using other loan products will pay.

The county numbers show how small that pool is. In August 2026, according to MIAMI REALTORS:

  • The Broward condo median was $257,500, up 3.96% from a year earlier.
  • Condo inventory stood at 9.9 months of supply, which the association calls a buyer's market.
  • Condo sellers received a median 93% of original list price, and the median time to contract was 73 days.
  • Condo closings fell 9.3% from a year earlier to 883.
  • Cash made up 35.9% of all Broward closed sales.

FHA lending doesn't fill the gap. The same release counts 21 FHA-approved buildings out of 2,397 condominium buildings in Miami-Dade, Broward and Palm Beach. Rates add to the pressure. Freddie Mac's 30-year fixed rate was 7.17% as of September 15, 2026.

Lenders said this was coming before August 3. CNBC quoted Max Slyusarchuk, CEO of Fort Lauderdale lender AD Mortgage, predicting longer applications and more disqualifications. He said portfolio loans might still work but could carry higher down payments or rates. The same report quoted Community Associations Institute CEO Dawn Bauman saying some buildings that once qualified for Limited Review might fail Full Review. These were forecasts. No one has published a count of failed deals in Fort Lauderdale since August.

The well-run buildings come out ahead. Robert Smith, a regional president at FirstService Residential, told The Real Deal that associations investing consistently in reserves would be in a stronger position. The column added that this premium could show up in prices. "The biggest difference is that buyers now need to evaluate the financial health of the condominium association just as carefully as they evaluate the home itself," Smith said.

Reading a Las Olas Listing Under the New Rules

For a financed purchase, the unit and the association get underwritten separately. The documents that settle the second part are easy to request early, before inspection costs pile up:

  • The current budget, showing the replacement reserve line as a share of assessment income
  • The completed structural integrity reserve study, which DBPR requires associations to report through the Division's online form
  • Any engineer's safety report from the past three years under the Broward program, plus the amended report if repairs were required
  • Board minutes and the list of current or planned special assessments, with collection status
  • The association's answers to the lender questionnaire, which Fannie Mae recommends but does not require in its standardized form

Check these against your expected application date. A building that clears 10% this year may need a compliant reserve study or a larger allocation to pass in January. Sellers in older buildings face the same issue from the other side. An asking price set without knowing whether the building will pass a lender's review assumes financed buyers who may not be able to close. Our earlier guide to buying a Las Olas waterfront condo and the dockage piece on the Las Olas Marina cover the unit-level questions.

FAQ

Does a special assessment block a conventional loan? Not on its own. Fannie Mae has lenders review the assessment's purpose, timing, amount and collection status. A building becomes ineligible when the assessment funds a critical repair that hasn't been resolved.

Is every condo loan now under Full Review? No. Waivers remain for detached units, 2 to 4 unit projects, and 5 to 10 unit projects that aren't part of a larger development or master association. Freddie Mac uses its own established-project and exemption paths.

Which date controls, the contract or the closing? Fannie Mae keys both the August 3 change and the January 4, 2027 reserve minimum to the loan application date.
